Bargaining continues for
08-09 Zone replacement initiative
UTD and MDCPS representatives met Monday
(February 11) to continue discussions on the replacement of the current
Zone schools. The District presented seven proposals to our bargaining
team, including a Preamble, Work Year, Work Day, Student's Work Day,
Academic Freedom, and Professional Development Proposal.
The District recommended that the school year be extended by five days
for all teachers for Professional Development. The school year for
students will not be extended.
The District has also recommended a retention bonus for teachers at the
schools in the new program.
The District proposes that only elementary schools in the program have
an extended work day with an annual flat rate supplement. The proposal
states that Pre-K, K, and 1st grade teachers would only have their
students until 2 p.m. but 2nd thru 5th grade students would remain until
4 p.m.. Clarification is needed as to what the Pre-K, K, and 1st graders
teachers would be doing from 2 p.m. to 4 p.m.. The proposal also states
that on Wednesday, students in grades 2-5 would be dismissed at 3 p.m.
to allow teachers to have collaborative planning.
Secondary teachers will not have an extended day and would be required
to implement either a traditional block schedule (3x3) or the SSRI
schedule, if the staff voted to do so.
Their proposals did not include the extra sick day, 45-minute lunch, or
the expansion to the number of Extra Teaching Period Supplements in
secondary schools.
Academic Freedom was the same as the current Zone language but added
Social Studies as a core subject. The District also proposed the same 56
hours for Professional Development. No transfer language was proposed by
management.
The bargaining teams are considering renaming the program for the
2008-2009 school year since the proposal being discussed differs greatly
from the School Improvement Zone of the past three years.
UTD has asked for the number of schools the District is considering, the
names of the schools, and an explanation of the criteria used to
determine the new group of schools.
Another bargaining session is scheduled for Friday, February 15, 2008 at
12:30 p.m. at the SBAB, room 559.
